Thanks for all the replys! I thought I would update how I am doing. I decided to go for the HMG heavy suit style and I am now doing really well and my aiming has greatly improved. Just over the course of time it does get better. So thanks everyone...

Confirmed, this happens when shooting while on a ammo nanoive thing. Even though you are not actually reloading. That's what was causing the confusion.
